Notice of Race
May 19–22, 2011
1 RULES
This regatta will be governed by the rules as defined in The Racing Rules of Sailing 2009-2012 and the Ideal 18 Class Rules, except as they are altered by the sailing instructions.
2 ADVERTISING
2.1 No competitor advertising will be permitted.
2.2 Boats shall be required to display advertising chosen and supplied by the organizing authority.
3 ELIGIBILITY
3.1 Skippers shall belong to their National Governing body.
3.2 All disabled sailors who have US SAILING or IFDS classification 2009-2012 are eligible to compete.
3.3 Sailors lacking US SAILING or IFDS classification 2009-2012 may enter by signing a form stating that they have disabilities
a) Blind sailors must be categorized as IBSA classification B1, B2 or B3.
b) Each boat shall have a skipper and crew who are disabled plus one able bodied (AB) member whose sole responsibilities will be for ballast and to perform physical functions the crew cannot. No coaching by ABs will be allowed.
c) No sailor qualifying as Category 3 shall be allowed to sail as an AB.
d) Participants are encouraged to provide their own ABs; but for those participants unable to provide an AB, the OA will provide one if requested no later than May 12, 2011.
e) All disabled sailors, with the exception of the blind skippers, shall remain in their seating while racing, whether strapped-in or not. In the case of a blind skipper who is on the rail, the AB shall remain fixed inside the boat on the opposite side from the crew at all times while racing.
4 ENTRIES AND FEES
4.1 Eligible skippers may enter by registering online at www.robiepierceonedesignregatta.com. Please use the Registration link provided on the website.
4.2 Entry deadline is Monday, May 2, 2011.
4.3 The entry fee of $125 per sailor is payable online through PayPal. Entries received after May 2 will be charged an additional $25 per sailor. There is no fee for ABs. Additional tickets may be purchased for all regatta food, beverages and functions for $125 per person.
5 CLASSES
5.1 Races will be conducted in Ideal 18s provided by the Organizing Authority with appropriate adaptations. All boats are to be sailed as provided by the OA with the exception of pre-approved personal adaptations that may need to be added by a sailor for his/her safety and comfort while sailing.
5.2 A $500 refundable damage deposit will be required for insurance purposes by each team.
5.3 Boats will be randomly assigned by the OA and then adapted reflecting the specific needs of that skipper/crew pair and sailed by that pair for the entire regatta. In the case of a severe breakdown of equipment, a spare boat may be substituted for the pair’s original boat.
6 SAILING INSTRUCTIONS
Sailing instructions will be provided at registration and available online by Tuesday, May 17.

8 RACING AREA
The racing area will be in the waters off Milton Harbor
9 COURSES
Courses will be windward leeward as described in the Sailing Instructions.
10 SCORING
10.1 One completed race shall constitute a series.
10.2 The race committee intends to run multiple races. If fewer than five races are completed a boat’s series score will be the total of her race scores.
10.3 If five or more races are completed, a boat’s series score will be the total of her race scores excluding her worst score subject to rule 90.3 (b).
10.4 Boats failing to finish within the time limit will be scored Time Limit Expired (TLE) and will be given two (2) points more than the number of finishers, except that she shall not be scored worse than DNF. This changes rule 35.
11 PRIZES
11.1 Prizes will be awarded at the conclusion of racing on Sun. June 6th
11.2 Prizes will be awarded for first through fifth place. Additional prizes may be awarded at the discretion of the OA.
12 ELECTRONIC COMMUNICATION
Each competitor shall provide and carry a radio capable of transmitting and receiving VHF Channel 71. Except in an emergency or to report a protest or withdrawal, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones and data communication.
13 DOCKAGE AND LAUNCHING
Moorings will be provided by American Yacht Club. If on moorings, boats will be brought to the dock each morning. All boats shall remain in the water for the duration of the regatta unless the organizing authority deems it necessary to haul for repair.
14 CONDITIONS AND RESPONSIBILITY
As a condition of participation:
14.1 My crew and I recognize that sailing is an activity that has an inherent risk of damage and injury associated with it. We have read RRS 4, Decision to Race, and hereby acknowledge and agree that we are participating in this event entirely at our own risk.
14.2 I acknowledge and agree that neither the Organizing Authority nor the Race Committee, nor their members, will be responsible for:
14.2(a) any damage to the entered boat or my other property, or
14.2(b) any injury to myself or my crew, including death, sustained as a result of the participation of myself, my crew and the boat in this event.
14.3 I hereby waive any rights I may have to sue the race organizers (Organizing Authority, Race Committee, Protest Committee, host club, sponsors, or any other organization or official) with respect to personal injury or property damage suffered by myself or my crew as a result of our participation in this event, whether on the water or on shore, and hereby release the race organizers from any liability for such injury or damage to the fullest extent permitted by law.
14.4 I have taken all necessary steps to ensure that myself, my crew and the entered boat are adequately prepared for all possible contingencies, including appropriate safety equipment as may be required by law or that a prudent seaman would consider advisable.
15 HOUSING AND TRANSPORTATION
15.1 Competitors are responsible for arranging their own housing and transportation.
15.2 Housing for competitors will not be provided. A limited number of special rate rooms have been reserved at nearby hotels. A complete list of hotels is available on the event website, www.robiepierceonedesignregatta.com. When making reservations, please state that you are with the Robie Pierce One-Design Regatta. The number of rooms is limited and the rate is subject to availability.

-------------------------------------------------------------------------------------------------------------- Modification 1 to Notice of Race for Robie Pierce One Design Regatta; 2011 Robie Pierce One-Design Regatta Organizing Authority: American Larchmont Yacht Clubs Hosted by: American and Larchmont Yacht Clubs May 20-22, 2011 Sailing Instructions 1 Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2009-2012. 1.2 Rules 44.1 and 44.2 are changed so that only one tack and one jibe are required for a breach of a rule of Part 2. 1.3 Only the Race Committee or Protest Committee may protest for a breach of Ideal 18 Class Rules. This changes RRS 60.1 2 Notices to Competitors 2.1 Notices to competitors will be posted on the Official Notice Board, located in the tent in the dry sailing area. 2.2 The Race Committee may also publish changes by other means as a courtesy; however, any such additional publications shall not be considered official or complete. 3 Advertising 3.1 No competitor advertising will be permitted. 3.2 Boats will be required to display advertising chosen and supplied by the organizing authority. 4 Changes to Sailing Instructions Any change to these Sailing Instructions will be posted before 0900 on the day it is to take effect, except that any change to the schedule of racing will be posted by 1900 on the day before it will take effect. 5 Boats 5.1 Boats will be provided for all competitors, who shall not modify them in any way except as follows: a) A compass may be tied or taped to the hull or spars. b) Wind indicators, including yarn or thread, may be tied or taped anywhere on the boat. c) Adhesive tape may be used anywhere above the water line. d) The Race Committee will consider requests to further modify the boats and equipment that are adaptive aids specific to a competitor. Requests are to be submitted in advance and in writing. e) Jib leads on the clew may be adjusted 5.2 All equipment provided with the boats for sailing purposes shall be carried while afloat. 5.3 Neither the able-bodied sailor (AB) nor the crew may sit forward of the mast during a race. 5.4 The penalty for a breach of Sailing Instruction 5.1, 5.2 or 5.3 will be disqualification from all races sailed in contravention of the instruction. 5.5 All competitors shall report any damage or loss of equipment, however slight, to the Race Committee immediately after securing the boat ashore. The penalty for a breach of this instruction, unless the Jury is satisfied that the competitor made a determined effort to comply, will be disqualification from the race most recently sailed. 6 Boat and AB Assignments 6.1 Boat assignments for the regatta will be made by the Organizing Committee at or before the Skippers’ Meeting on Friday, May 19th. All boat assignments for the regatta will be announced at the Skippers’ Meeting and posted on the Notice Board no later than 1900 on May 18th. Teams will sail the same boat throughout the regatta. 6.2 All AB assignments for boats not providing their own AB will be made by the Organizing Committee each day for those boats that have not provided their own AB. 6.3 It is the sole responsibility of the skipper of each boat to ensure that the AB assigned to his/her boat by the Committee is the AB that actually sails with the boat. Any boat that sails with an AB other than the one assigned or pre-registered shall be disqualified for those races sailed with the unassigned AB. Appendix A contains additional instructions and restrictions that apply to ABs. 7 Signals Made Ashore 7.1 Signals made ashore will be displayed from the flagpole at the American Yacht Club located on the front lawn of the clubhouse. 7.2 No warning will be made earlier than 60 minutes after the drop of Code Flag ‘AP’ ashore. This changes Race Signals “AP’ 8 Schedule of Races 8.1 As many races as possible are planned for the regatta. 8.2 First warning signal will be at 1100 on Saturday May 21st and 1000 on Sunday May 22nd. 8.3 No warning will be made after 1500 on Sunday May 22nd. 9 Racing Area Racing will take place on Long Island Sound near bell 42 south of Milton Harbor. 10 The Course Sample course board (aft) (forward) Bearing Range Division Course 2 0. 1 3 3 5 0 10.1 The course will be a windward-leeward course for a specified number of legs. 10.2 The Race Committee signal boat will display the magnetic bearing and range, in nautical miles and tenths, from the signal boat to the windward mark (W1). It will also display the number of legs for each course. 10.3 An offset mark will be used at the weather mark and a leeward gate will be set for the leeward mark. 10.4 No race will be shortened to less than two (2) legs. 11 Marks of the Course 11.1 Turning Marks will be yellow shapes. 11.2 The offset mark will be a small red shape. 11.3 New marks when used in conjunction with Sailing Instruction 13.0 will be orange shapes. 12 The Start 12.1 Races will be started in accordance with Racing Rule 26. 12.2 The Starting Line will be between a staff displaying an orange flag on the Race Committee boat and a yellow shape on leeward end. 12.3 The Race Committee will attempt to call boats which have started prematurely by VHF radio. 13 Changing the Next Leg of the Course To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 14 The Finish The Finishing Line will be between an orange flag on the Race Committee boat and an orange flag on a buoy which will be located on the port side of the Race Committee boat. 15 Penalties Rules 44.1 and 44.2 are changed so that the Two-Turns Penalty is replaced by a One-Turn Penalty for breaches of the rules of Part 2. 16 Time Limit The time limit for the first boat to finish will be sixty minutes. Boats failing to finish within twenty minutes after the first boat has finished will be scored Did Not Finish. This changes Rule 35. 17 Protests 17.1 Upon finishing, boats shall attempt to notify the Race Committee boat of their intent to protest and shall identify the sail number of the protested boat as soon as possible after finishing. 17.2 Protest forms are available at the jury desk in the clubhouse. Protests shall be filed at the jury desk within the protest time limit, which will be one hour after the signal boat race committee comes ashore. The protest time limit will be posted on the notice board, and a list of all protests filed at the jury desk will also be posted on the notice board. 17.3 Hearings will be held in the AYC library in the clubhouse or as stated on the notice board as soon as possible after the expiration of the protest time limit. If a party to a hearing does not appear when called, the protest committee may proceed as provided in rule 63.3(b). Witnesses must be available when called. If witnesses are not available when called, they may not be heard. 18 Scoring 18.1 One race must be completed to constitute a regatta. 18.2 If fewer than 8 races are completed, a boat’s series score will be the total of her race scores. If more than 8 races are completed, a boat’s series score will be the total of her race scores excluding her worst score. 19 Breakdowns 19.1 A boat disabled by a breakdown that is no fault of its team may seek redress from the Jury. Every effort must be made to finish the race, provided that continuing to race will not cause further damage to the boat or danger to its crew. 19.2 Any team that desires redress shall notify the Race Committee Boat at the first reasonable opportunity. 19.3 Redress will not be granted if, in the opinion of the Jury, the breakdown resulted from carelessness, poor seamanship or incompetence. 20 Sail Configurations The fleet will race under one of three sail configurations as indicated by the flags flown from the Race Committee boat as follows prior to the warning signal: 20.1 No signal: full main and full jib 20.2 Signal flag Romeo: reefed mainsail and full jib 20.3 Signal flag Juliet – reefed mainsail with jib furled while sailing upwind and reefed mainsail and full, unfurled jib while sailing downwind. In this configuration, the jib will be re-furled before rounding a leeward mark and beginning to sail to windward. 21 An Emergency Provision In the event of an emergency that prevents a helmsman or crew member from sailing in a race, an alternate may be approved or provided by the Organizing Committee. 23 Launching and Haul-out All Ideal 18s will be in the water at American Yacht Club prior to event start, and will not be hauled out for the duration of the event without the permission of the Race Committee. 24 Prizes Prizes will be presented at the Awards Ceremony to be held at the American Yacht Club on Sunday, May 22 immediately after racing. Prizes will be awarded to the top five finishers. 25 Disclaimer of Liability Notice is hereby given to all participants including spectators, officials, and others that they participate in this event solely at their own risk. See RRS 4, Decision to Race. All competitors shall wear a U.S. Coast Guard (USCG) approved personal floatation device (PFD) while on the water, other than for brief periods while adding or removing clothing. Competitors from outside the U.S. may wear a PFD approved by their nations’ certification authority to the extent permitted by international treaty. 3 An able-bodied crew (AB) will be on board each boat during all racing. 3.1 All ABs will be assigned to boats in accordance with Sailing Instruction 6. 3.1.a The primary duty of the AB is the safety of the other team members and of the boat. 3.1.b It is the intent of the Robie Pierce One-Design Regatta Committee that the disabled team members shall perform all possible activities on board the boat, with only the most limited assistance possible from the AB while racing. In general, the AB is permitted to do for a contestant only that which he would be capable of doing for himself were it not for the disability that qualified him for this regatta. 3.1.c The AB may perform the following activities while racing as long as such activities conform to the spirit and intention of Sailing Instruction Appendix A 3.1.b: i Steer the Ideal 18 for brief periods of time, but only to regain control of an out-of-control boat, or to avoid an imminent collision where injury or damage is likely to occur. ii Cleat or uncleat any Ideal 18 running rigging at any time, but only at the direct request and under the direct supervision of one of the disabled team members. iii Trim either the main sheet or the jib sheet, but not both, as the Ideal 18 rounds the leeward mark, or during the pre-start as a boat assumes her proper course to start, but only at the direct request and under the direct supervision of one of the disabled team members. iv Release the main sheet as the Ideal 18 prepares to round the windward mark, but only at the direct request and under the direct supervision of one of the disabled team members. v Display the protest flag at the direct request of the Ideal 18 skipper. 3.1.d The AB may sit on the windward rail as directed by the helmsperson of the Ideal 18 cockpit of the boat at all times and may hike out. 3.1.e It is the Ideal 18 skipper's responsibility to ensure that the crew and AB are acting in accordance with all provisions of the Notice of Race and Sailing Instructions, and any other rules governing the regatta. 3.1.f In the case of the blind sailors, there shall only be two sailors (including the AB) on the weather side at any time. A blind skipper can alternate sides with the AB and only the helmsman may be on the weather rail. If a blind skipper is sitting inboard on the windward side, the AB may hike. 4 The number of partners in the mainsheet of the Ideal 18s may be reduced from three to two if sailing under full main and jib at the discretion of the competitor.

5.1 Boats will be provided for all competitors, who shall not modify them in any way except as follows:
a) A compass may be tied or taped to the hull or spars.
b) Wind indicators, including yarn or thread, may be tied or taped anywhere on the boat.
c) Adhesive tape may be used anywhere above the water line.
d) The Race Committee will consider requests to further modify the boats and equipment that are adaptive aids specific to a competitor. Requests are to be submitted in advance and in writing.
e) Jib leads on the clew may be adjusted
5.2 All equipment provided with the boats for sailing purposes shall be carried while afloat.
5.3 Neither the able-bodied sailor (AB) nor the crew may sit forward of the shrouds during a race.
5.4 The penalty for a breach of Sailing Instruction 5.1, 5.2 or 5.3 will be disqualification from all races sailed in contravention of the instruction.
5.5 All competitors shall report any damage or loss of equipment, however slight, to the Race Committee immediately after securing the boat ashore. The penalty for a breach of this instruction, unless the Jury is satisfied that the competitor made a determined effort to comply, will be disqualification from the race most recently sailed.
6 Boat and AB Assignments
6.1 Boat assignments for the regatta will be made by the Organizing Committee at or before the Skippers’ Meeting on Thursday, May 19. All boat assignments for the regatta will be announced at the Skippers’ Meeting and posted on the Notice Board no later than 1900 on May 18. Teams will sail the same boat throughout the regatta.
6.2 All AB assignments for boats not providing their own AB will be made by the Organizing Committee each day for those boats that have not provided their own AB.
6.3 It is the sole responsibility of the skipper of each boat to ensure that the AB assigned to his/her boat by the Committee is the AB that actually sails with the boat. Any boat that sails with an AB other than the one assigned or pre-registered shall be disqualified for those races sailed with the unassigned AB. Appendix A contains additional instructions and restrictions that apply to ABs.
7 Signals Made Ashore
7.1 Signals made ashore will be displayed from the flagpole at the American Yacht Club located on the front lawn of the clubhouse.
7.2 No warning will be made earlier than 60 minutes after the drop of Code Flag ‘AP’ ashore. This changes Race Signals “AP’
8 Schedule of Races
8.1 As many races as possible are planned for the regatta.
8.2 First warning signal will be at 1200 on Thursday May 19. This modifies the NOR.
8.3 No warning will be made after 1600.
9 Racing Area
Racing will take place on Long Island Sound near bell 42 South of Milton Harbor.

10.1 The course will be a windward-leeward course for a specified number of legs.
10.2 The Race Committee signal boat will display the magnetic bearing and range, in nautical miles and tenths, from the signal boat to the windward mark (W1). It will also display the number of legs for each course.
10.3 An offset mark will be used at the weather mark and a leeward gate will be set for the leeward mark.
10.4 No race will be shortened to less than two (2) legs.
11 Marks of the Course
11.1 Turning Marks will be yellow shapes.
11.2 The offset mark will be a small red shape.
11.3 New marks when used in conjunction with Sailing Instruction 13.0 will be orange shapes.
12 The Start
12.1 Races will be started in accordance with Racing Rule 26.
12.2 The Starting Line will be between a staff displaying an orange flag on the Race Committee boat and a yellow shape on the leeward end.
12.3 The Race Committee shall attempt to hail boats which have started prematurely by VHF radio.
13 Changing the Next Leg of the Course
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
14 The Finish
The Finishing Line will be between an orange flag on the Race Committee boat and an orange flag on a buoy which will be located on the port side of the Race Committee boat.
15 Penalties
Rules 44.1 and 44.2 are changed so that the Two-Turns Penalty is replaced by a One-Turn Penalty for breaches of the rules of Part 2.
16 Time Limit
The time limit for the first boat to finish will be sixty minutes. Boats failing to finish within twenty minutes after the first boat has finished will be scored Did Not Finish. This changes Rule 35.
17 Protests
17.1 Upon finishing, boats shall attempt to notify the Race Committee boat of their intent to protest and shall identify the sail number of the protested boat as soon as possible after finishing.
17.2 Protest forms are available at the jury desk in the clubhouse. Protests shall be filed at the jury desk within the protest time limit, which will be one hour after the signal boat Race Committee comes ashore. The protest time limit will be posted on the notice board, and a list of all protests filed at the jury desk will also be posted on the notice board.
17.3 Hearings will be held in the AYC library in the clubhouse or as stated on the notice board as soon as possible after the expiration of the protest time limit. If a party to a hearing does not appear when called, the protest committee may proceed as provided in rule 63.3(b). Witnesses must be available when called. If witnesses are not available when called, they may not be heard.
18 Scoring
18.1 One race must be completed to constitute a regatta.
18.2 If fewer than 5 races are completed, a boat’s series score will be the total of her race scores. If five or more races are completed, a boat’s series score will be the total of her race scores excluding her worst score.
19 Breakdowns
19.1 A boat disabled by a breakdown that is no fault of its team may seek redress from the Jury. Every effort must be made to finish the race, provided that continuing to race will not cause further damage to the boat or danger to its crew.
19.2 Any team that desires redress shall notify the Race Committee Boat at the first reasonable opportunity.
19.3 Redress will not be granted if, in the opinion of the Jury, the breakdown resulted from carelessness, poor seamanship or incompetence.
20 Sail Configurations
The fleet will race under one of three sail configurations as indicated by the flags flown from the Race Committee boat as follows prior to the warning signal:
20.1 No signal: full main and full jib
20.2 Signal flag Romeo: reefed mainsail and full jib
20.3 Signal flag Juliet – reefed mainsail with jib furled while sailing upwind and reefed mainsail and full, unfurled jib while sailing downwind. In this configuration, the jib will be re-furled before rounding a leeward mark and beginning to sail to windward.
21 An Emergency Provision
In the event of an emergency that prevents a helmsman or crew member from sailing in a race, an alternate may be approved or provided by the Organizing Committee.
23 Launching and Haul-out
All Ideal 18s will be in the water at American Yacht Club prior to event start, and will not be hauled out for the duration of the event without prior approval of the Race Committee.
24 Prizes
Prizes will be presented at the Awards Ceremony to be held at the American Yacht Club on immediately after racing. Prizes will be awarded to the top three finishers.
25 Disclaimer of Liability
Notice is hereby given to all participants including spectators, officials, and others that they participate in this event solely at their own risk. See RRS 4, Decision to Race. The Organizing Authority, the Larchmont and American Yacht Clubs and their officers, directors and members, the Event Committee, the Race Committee, the Judges, the event sponsors, and any other Committee(s) of the Clubs or Regatta shall not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Appendix A
1 All sailors with disabilities must use adaptive seats while racing except boats helmed by a blind person.
2 Use of Personal Flotation. All competitors shall wear a U.S. Coast Guard (USCG) approved personal floatation device (PFD) while on the water, other than for brief periods while adding or removing clothing. Competitors from outside the U.S. may wear a PFD approved by their nations’ certification authority to the extent permitted by international treaty.
3 An able-bodied crew (AB) will be on board each boat during all racing.
3.1 All ABs will be assigned to boats in accordance with Sailing Instruction 6.
3.1.a The primary duty of the AB is the safety of the other team members and of the boat.
3.1.b It is the intent of the Robie Pierce Women’s Invitational Committee that the disabled team members shall perform all possible activities on board the boat, with only the most limited assistance possible from the AB while racing. In general, the AB is permitted to do for a contestant only that which he would be capable of doing for himself were it not for the disability that qualified him for this regatta.
3.1.c The AB may perform the following activities while racing as long as such activities conform to the spirit and intention of Sailing Instruction Appendix A 3.1.b:
i Steer the Ideal 18 for brief periods of time, but only to regain control of an out-of-control boat, or to avoid an imminent collision where injury or damage is likely to occur.
ii Cleat or uncleat any Ideal 18 running rigging at any time, but only at the direct request and under the direct supervision of one of the disabled team members.
iii Trim either the main sheet or the jib sheet, but not both, as the Ideal 18 rounds the leeward mark, or during the pre-start as a boat assumes her proper course to start, but only at the direct request and under the direct supervision of one of the disabled team members.
iv Release the main sheet as the Ideal 18 prepares to round the windward mark, but only at the direct request and under the direct supervision of one of the disabled team members.
v Display the protest flag at the direct request of the Ideal 18 skipper.
3.1.d The AB may sit on the windward rail as directed by the helmsperson of the Ideal 18 cockpit of the boat at all times and may hike out.
3.1.e It is the Ideal 18 skipper's responsibility to ensure that the crew and AB are acting in accordance with all provisions of the Notice of Race and Sailing Instructions, and any other rules governing the regatta.
3.1.f In the case of the blind sailors, there shall only be two sailors (including the AB) on the weather side at any time. A blind skipper can alternate sides with the AB and only the helmsman may be on the weather rail. If a blind skipper is sitting inboard on the windward side, the AB may hike.
4 The number of partners in the mainsheet of the Ideal 18s may be reduced from three to two if sailing under full main and jib at the discretion of the competitor.
